The costs, financial and otherwise, that COVID-19 has imposed and will continue to impose on St. Louis County's workers and businesses are an immediate and significant threat to the health, safety, and wellbeing of the people of St. Louis County.
The Director of the Department of Public Health and other public health experts have recommended that these additional measures include significant limitations on activities that could allow COVID-19 to spread throughout the community, such as requiring people to stay at home other than engaging in certain activities, requiring that non-essential businesses and social service organizations cease non-essential activities, and other similar restrictions.
It is hereby declared unlawful for any person to organize or to attend an intentional gathering of 10 people or more in a single space or room. It is further provided that any person who organizes a gathering of 9 people or fewer shall take appropriate action to minimize risk to the greatest extent possible by implementing and enforcing mitigation measures, including but not limited to social distancing.
To limit the spread of COVID-19, to protect the public health, and to provide essential protections to the people of St. Louis County, it is reasonable and necessary to impose limited and temporary restrictions on the use of certain places of public accommodation.
St. Louis County’s policies concerning its employees should reflect its commitment to the health and wellbeing of its employees and to the protection of public health throughout the region.
CDC now recommends that gatherings be limited in size to 50 people or less and that events with fewer than 50 people be permitted only if the organizers adhere to guidelines for protecting vulnerable populations, hand hygiene, and social distancing.
